Terrorist Topov captures the Chernobyl nuclear power plant, threatening to blow it up in 72 hours. Topov manages an employee of the Universal Soldier program, who delivered a formidable weapon for him - a universal soldier of a new generation, who is much stronger and more dangerous than his predecessors. The situation is further complicated by the fact that the children of the Prime Minister of the state are being held hostage. All attempts to liberate the nuclear power plant turn into a bloody massacre. Luc Deveraux enters the fray with the newest universal soldier. But he does not even imagine that in addition to the Topov team and the universal soldier of the new generation, he is waiting for an unexpected meeting with the cloned and improved Sergeant Andrew Scott.
